In this book, the author, Bailey, contends that the difficult but rewarding task of guiding children's behavior starts only when parents are able to discipline themselves and become models of self-control. By following the author's "7 Powers for Self-Control" (attention, love, acceptance, perception, intention, free will and unity), the parent will then be equipped to use the "7 Basic Discipline Skills" (including choices, encouragement and consequences). Bailey dismisses the familiar fear-inspired approach to discipline many grew up with (including threats and punishment), claiming that it inevitably leads children to make biologically driven choices and may even affect the brain due to the high levels of stress hormones released. Also rejecting the permissive parenting style now popular that favors "reasoning" (which, according to the author, imbues children with a victim mentality), Bailey instead promotes instilling an awareness of misbehavior through communication.

The book suggests that to deal effectively with the undeveloped brains of toddlers, one must understand "Toddler-ese," a method of talking to youngsters that employs short phrases, repetition, a dramatic tone of voice and the use of body language.

Abstract
This curriculum for children from birth to 3 years with mild to severe disabilities links assessment and intervention. The book begins by describing the approach and principles of CCITSN and how to use the curriculum. The book outlines 24 teaching sequences, which are clustered into five areas: cognition, communication, social/adaptation, fine motor, and gross motor. Every sequence is introduced with a short description and special adaptations for children with motor, vision, or hearing impairments. Each curricular item or behavior within a sequence includes a materials list, a procedure and functional activities for teaching the skill, and the criteria for successful mastery. This new edition extends the age range from birth to 24 months to birth to 36 months. The curriculum can also be used with older children who fall within this age range developmentally. This volume overlaps with the second edition of The Carolina Curriculum for Preschoolers with Special Needs. This edition has more emphasis on home environment, play and emergent literacy. The appendix describing common conditions is also new to this volume.
